Driving Value Through Our Subcontractor Partnerships
Because of our robust self-performance capability, our opportunities to engage with outside subcontractors on our projects are typically limited. In order to obtain responsible coverage of any non-self-performed scopes, we solicit the opportunities among interested, prequalified subcontractors and obtain at least three competitive bids in response. In order to ensure consistent performance across all scopes of work on our projects, we require that all subcontractors complete a detailed prequalification process that evaluates their safety, performance, and financial record before we enter into a contractual agreement with them.
Additionally, we encourage engagement with those subcontractors that have met or exceeded performance criteria on previous JH Kelly projects. In practice, this results in subcontractor participation that falls in step with our ability to provide safety, quality, schedule, and cost certainty on projects.
JH Kelly has also performed numerous projects that have received public-funding and require public bidding. We have experience fulfilling the requirements of RCW 39.10.380 in Washington, ORS 279 in Oregon, and similar statutes in other states.
After we enter into an agreement, our subcontractors are also subject to the same array of project controls, safety, and quality control programs and provide the same submittal, work tracking, and productivity information that our own self-performing craft do. This allows our project management personnel to ensure that work is performing at or better than plan.
