BP hired JH Kelly as general contractor for its $388,000,000 project to install hydrogen and diesel units at the Cherry Point refinery in Washington. The hydrogen and diesel units help BP meet stricter air quality laws. Once in place, the remaining diesel formerly allowed to be sold at higher sulfur levels was converted into ultra-low sulfur diesel.
