JH Kelly was selected by Grays Harbor Energy to act as primary general contractor to complete this 500MW natural gas combined cycle 2×1 power plant in Satsop, Washington.

The plant was originally started in 2001 but halted at an estimated 50% completion (primarily the civil/structural work only). The project resumed with new ownership in January 2007 and was substantially completed in April 2008.

Included in the JH Kelly work scope was assembly/erection of a General Electric D-11 steam turbine set; final assembly and alignment of two General Electric combustion turbine generator sets; completion of two Aalborg heat recovery boilers; BOP equipment installation/alignment; 72,544 lf of piping; structural steel completion; civil scope completion; BOP electrical, controls, and heat tracing; BOP paint and insulation; and the switchyard/substation.
