Project Profile

Ultra Low Sulfur Diesel Project
Blaine, WA

JH Kelly teamed with BP to construct a ULSD Project at the BP Cherry Point Refinery. This project will provide BP with the ability to exceed current and federal diesel sulfur regulations and maintain the longterm liability of the Cherry Point Refinery as a facility and community member. JH Kelly was responsible for the construction of the Process Unit (IBL) portion of the project.

Crews began work at the refinery after months of preplanning with BP and Jacobs Engineering in Houston, Texas. They excavated more than 15,000 cubic yards of material, placed 4,000 cubic yards of concrete and handled more than 400 tons of structural steel.

The work included 75 equipment sets (including columns, reactor, air coolers, drums, pumps, heat exchangers, compressor and furnace) and installation of 42,000 linear feet of U/G and A/G piping.

JH Kelly managed, scheduled and coordinated several subcontractors including electrical, mass excavation, piling, painting, fireproofing and insulation to a safe project execution.

This quality project was safely completed under budget and on schedule in May 2006.

Special points of interest:
  • Challenging schedule
  • Over 200,000 manhours with a peak manpower of 150
  • 12 month duration with 50% of work completed in the last 4 months of the project
