JH Kelly was selected by Grays Harbor Energy to act as primary general contractor to complete this 500MW natural gas combined cycle 2x1 power plant in Sastsop, Washington. The plant was originally started in 2001 but halted at an estimated 50% completion (primarily the civil/structural work only). The project resumed with new ownership in January 2007 and substantially completed in April 2008.

Included in the JH Kelly work scope was the assembly/ erection of a General Electric D-11 steam turbine set; the final assembly and alignment of two General Electric combustion turbine generator sets; completion of two Aalborg heat recovery boilers; BOP equipment installation/alignment; 72,544 lf of piping; structural steel completion; civil scope completion; BOP electrical, controls, and heat tracing; BOP paint and insulation; and the switchyard/substation.
