BP to Invest $110 Million on Clean Gasoline Production

New Cherry Point Facilities Will Produce Gasolines With Near Zero Sulfur

BLAINE, Wash., March 19 /PRNewswire-FirstCall/ -- A full slate of cleaner burning fuels are on their way to the Pacific Northwest. Today, BP (NYSE: BP - News) announced plans to invest over $110 million dollars on new Clean Gasoline Facilities at their Cherry Point Refinery. With the addition of these facilities, the refinery will produce gasoline that exceeds all current and impending gasoline quality regulations. This investment strengthens BP's commitment to bring cleaner burning fuels to market and follows their introduction of low sulfur, premium gasoline in 2001. "BP continues to remain committed to leading the industry in the production of cleaner fuels and remaining the leader in making our products safer for the environment," said Rick Porter, BP Cherry Point Refinery Manager.

"Gasoline produced at Cherry Point will be the cleanest fuel available on the market today," said Porter. "BP's low sulfur fuels are considered 'cleaner fuels' because they enable a car's catalytic converter to work more efficiently, reducing NOx emissions," said John Anderson, BP Clean Fuels Project Manager. According to Anderson, fuel quality has a direct impact on emissions quality. Catalyst contamination by fuels with high sulfur content can significantly increase the undesirable emissions of modern vehicles. "By choosing Arco fuels, motorists in Washington and Oregon will be removing 620 tons of NOx per year, or said another way; it is the equivalent of removing 40,000 cars off I-5 every day," said Porter.

Locally, the project will employ approximately 600 skilled workers during the peak construction period and create nine new full time jobs at the refinery. Design engineering for the project is being performed in Jacobs Engineering's Houston, TX and Anvil Corporation's, Bellingham WA offices. JH Kelly's Ferndale office and Bellingham-based Matrix Services will construct the new facilities. BP hopes to break ground in May of 2003 and complete construction in June of 2004.

BP markets under the ARCO and am/pm brands at over 1,700 retail outlets in six Western states and operates the Cherry Point Refinery in Blaine, WA. The refinery is one of the largest businesses in Whatcom County and employs over 520 full time workers.
